Desalination should …
Desalination should always be the last option. Of 1 liter of sea water, ~25% will be drinkable and the rest will become brackish water (water with a high content of salt). This residual water is sent back to the sea butbrackish water is toxic to many sea organisms (put salt on an octopus or a clam and you will understand what I am saying). In some places such as Canary Islands they are starting to have important ecological problems due to the desalination plants.

I think the best …
I think the best way to do it is to simply switch to nuclear power plants and use the extra energy released by them to power desalination plants. Conventional techniques could still be used though and the costs are decreasing as technology continues to create more efficient systems. Still, people need to conserve water whether there is a drought or not and especially in the United States.
