What pollution control laws you have are weak and even they aren’t enforced.

Here is a place to start: find the first major polluter upstream - it will be an industrial plant or a city. Put on trial and imprison the officials/executives in charge of the "point source" polluter. Publicize the trial and imprisonment.

Then, go downstream and find the next major polluter. Put the mayor or CEO on trial and imprison him. Publicize this event.
