The water in a water fountain is, in my opinion, not to be trusted. If not for the water coming out of it, then for the fountain itself. You have no idea how dirty those fountains get to be or how well they are cleaned. Not to mention all public fountains I have ever had the displeasure of drinking from ever always have a strange after taste and that just doesn't do for me. So water fountains are for emergencies only. AKA if I'm about to faint. XP
References :
Yes,
Mostly, but you should check before using water fountains, if possible.
References :
All city water is treated and filtered. It's just that some places have higher standards than others. Some cities even like to add a very small amount of fluoride to clean the residents' teeth. It all depends where you live. Since you live in Seattle I would say your water must be just fine.

It's more important to find out about the quality of the pipes this water is running through. If these are old pipes then some of the pipe has actually being worn away by the water and is probably in the water itself. Some metals are more likely to wear away than others like old fashioned iron. It would actually be better for you to research when your house, school, store, etc. last had their pipes changed and if they are made out of copper.

When using water from tap that you are going to drink, it is all ways good to let it run for a couple seconds to get rid of any sediments. You should also know that hot water is more likely to create sediment buildup, so it is always better to boil your cold water.

Hope that helped.
References :
No, most water fountains are not filtered. City water is already filtered and treated so filtering the water again is a bit redundant.

I'm sure the water is Seattle as in any city in the US is fine. Otherwise there would be many sick people, right?
