EPA sets standards in the USA.

Particles in drinking water is measured by a "turbidimeter". Usually these are fine clay particles with a neutral charge that are hard to congeal or flocculate together to form a larger particle for settling, but small enough to penetrate and discharge from a sand filter.

There is an exact definition of the term "quality" that I have long forgotten. It is basically water having a neutral taste and odor, colorless in nature, and having no adverse action in human consumption.
References :
Potable water quality is guided by either WHO or BIS specifications in India. Every country has their own specification differing from each other a little bit.

Main requirement for composition are :

TDS EQUAL OR LESS THAN 500 PPM.
pH = 7.5 . TURBIDITY = LESS THAN 5 ppm.
CHLORIDES/ sulphates = LESS THAN OR EQUAL TO 250 PPM.
COLIFORM BACTERIA count = OR LESS THAN 100.
ODOUR OR COLOUR = NIL.
RESIDUAL CHLORINE = 0.2 ppm.
References :
BIS specification
