What can neighborhoods do to promote environmental sustainability?

I have a couple of ideas like carpooling and avoiding big lawns to preserve water but what are some others.

shared composting, mutually encouraged recycling (if your town doesn;t offer bins, it’s easier to persuade them when you are a group). Mutual help with green improvements (try to make a group deal with constructor to change windows or roof insulation). mutual local family activities (so you will lower weekend travelling to malls and outside the city), tree planting…

  1. Buy local produce, go to the farmer markets for produce. buy from small local neighborhood stores if possible.
