I have never heard of a loan that comes without terms or conditions, for those are called grants and even grants have conditions. The conditions attached to the grants for the coal powered plant are excessive, the terms of the LNG facility are excessive. I would ask Champika to look into the environmental impact and ascertain a manner where enough positives can be incorporated whilst undesirables can be negated.

Why must an external investor base be sought for one and not the other? Effective administration is being able to incorporate the positives and utilize the products that promote self-sustainability and energy efficiency. The long range productivity and the use of domestically obtainable product far outweighs a program that utilizes inferior technology at a cost without controls. A call for bids for consideration and a review has not been completed.

The Government did not go to the IMF, the IMF paid an previously unannounced call. Terms and conditions are being reviewed/ negotiated and have not been revealed. Just as the excitement over the Austrian Mining Deal proved to be a bubble with a burst this coal plant is of the same ilk. You must recieve bids from more sources for consideration and an adequate review based on more than a single opinion must regulate the award. I am certain the peoples of the North and East as well as the rest of the country will expect no less. Russia, Iran, Japan and the US all have technology and can provide attractive price points whether individually or in conjunction one with the other. Where are these bid packages? I believe that seeking approvals in a climate of duress can negate the deals.

I hope the matter regarding the use of deisel has been dealt with for your initial consideration is meeting today’s power needs and pushing a question of future needs without adequate bidding, review, approvals or product does not meet the needs of our citizens.
