Is ‘refreshing news’ a good phrase here?

A policy making biofuel usage mandatory and the plan to issue biofuel subsidies is a refreshing news either for producers, distributors or buyers. It gives hopes for the sustainability and enhancement of this type of energy for our country’s energy security.

Yes. Lose the "a" before "refreshing" and "either for" as well.

Yes. Lose the "a" before "refreshing" and "either for" as well.
