		<description>Not quite sure if you're simply looking to see if there is a link or attempting to prove that one is there, however; the way I see it is that water availability is dictated by numerous factors ranging from ocean temperature, season, elevation, vegetation, land formation, etc. When there is not enough water available due to drought years and/or excessive unrestricted water consumption there becomes a water shortage. 

As to water pollution, this is contaminating the fresh water supply in a way that it could decrease the amount of safe fresh water during a water shortage, OR it could contaminate fresh water to a degree that there becomes a shortage of potable safe fresh water available.
