What is the best solution for water conservation ?

Put limiting devises on homes. Advertise and give people the facts, show them the consequences and help them find better ways to conserve. They say conserve by say a toilet that uses less water but some wont remodel or replace, or the cost to remodel, etc.

I don’t understand why water conservation is necessary?

There’s not really a way to lose water. Let’s say I leave the sprinkler on all week; doesn’t the water just evaporate into the water cycle and rain back down? What am I missing here?
